William (Will) Wood, head of Division A
Training Services, or DATS, at a large financial services company, Consolidated
Financial Development Company (Confideco), was promoted to the job when the unit
was a “mess.” There were many programs, but no performance measures for the 37
people, which he was intuitively certain were more than needed. There was no
easy way to figure out what each was doing or should do, and how productive they
were. The reputation of the training unit was not very good. He was expected to
